Proposal for the definition of safety targets

To promote rail traffic in member states the European Commission launched in 2003 the projects SAMRAIL and SAMNET. After a short glance to the goal of these two projects the article presents several requirements of the definition of operational risk of railways and determination of safety targets. As solution for the apportionment of safety targets the authors propose a functional approach which independently of technical realisation covers the aspects of safe railway transport. The proposal also offers the possibility to allocate quantitative as well as qualitative requirements by setting up of safety targets.
