Can the concept of Test Control Centres be applied to Europe?

After the reform of the German railways and founding of the Federal Railways Office (EBA), inspecting and reporting on signalling technology in Germany has been assigned from 1994 to the development companies. The new mode of operation has produced overwhelmingly good results, and can now be refined. Progressive technical development and modified framework conditions, due in part to European Union Directives, mean adaptation and expansion of the procedure and its acceptance, at least in Europe. The fact that the procedure applied in both EN 50128 and EN 50129 and also in the Technical Specifications Interoperability Control Command (TSI CC) is both permitted and intended, complies with this notion.
