Railway engineering work on and near level crossings

March 2015 | Jochen Forstmeyer

Presentation of fundamental problems and requirements laid down in the German Highway Code to ensure the safety of road users through the application of supplementary rules. The engineering measures carried out by railway infrastructure managers affecting tracks at level crossings often have serious impacts on public road traffic. This article deals with the whole range of problems concerning road safety when engineering work is carried out on same-level crossings involving roads, paths and squares, on the one hand, and the railway installations operated by DB Netz, on the other hand. It considers which rules apply and are to be respected. In practice, however, the rules are not always followed correctly, because the contractors entrusted with the engineering work do not adequately fulfil the obligations transferred to them. The article, moreover, sets out to heighten awareness for this issue but can go no further than presenting a general overview.
