Automatic train operation on traditional railway lines

Why has automatic train operation (ATO) not yet been developed and implemented on traditional railway lines (excluding underground and tramway systems)? The Auto-Ferrivia interest group (www.autoferrivia.ch) consists of experienced railway experts from the areas of infrastructure, rolling stock and operations. Auto-Ferrivia was founded to prove the feasibility of a low-cost ATO GoA2 (GoA: grade of automation) solution. Auto-Ferrivia is independent of the Swiss SmartRail 4.0. branch project.
