Dear readers, once again, ETCS is a topic of discussion in Germany and Switzerland. In Germany, the new version of the Railway Regulation Act stipulates that locomotives that are not fitted with ETCS should pay higher track access charges on routes already equipped with it. Locomotives fitted with this system, on the other hand, will receive a discount. The regulation is useful if it encourages railway undertakings to invest in technology. It creates an incentive to upgrade early to take advantage of the benefit of ETCS fitted locomotives for as long as possible....
