Dear readers, the sector organisations and member state representatives wrestled with the European Railway Agency (ERA) and the European Commission (EC) about the latest TSI ZZS in numerous working groups and over more than ten committee rounds for almost two years. Many of the accommodations remained contentious until recently. The member state representatives in the Railway Interoperability and Safety Committee (RISC) finally adopted the new TSI ZZS on 30 March 2023. A TSI ZZS with reduced technical advances, but significant changes to its main text has been created in line with the “Digital Rail and Green Freight TSI Revision Package” and against the backdrop of the European Commission’s evaluation that the ETCS rollout can only be accelerated through stricter guidelines and the elimination of any exceptions....
