ERTMS Hybrid Level 3

This article describes a specific concept for the implementation of ERTMS Level 3, the Hybrid Level 3 concept. ERTMS Level 3 is defined in the CCS TSI [1]. It can deliver better capacity, reduce costs, improve flexibility and increase reliability in comparison with ERTMS Level 2 by removing the need for trackside train detection equipment. But why is ERTMS Level 3 not the widely-chosen Level for ERTMS implementations?
